By joining the DHR team, you would serve as a trusted Employee Relations Program Manager, providing integrated and innovative human resources solutions statewide. This classified position willoperateunder the guidance of DHR leadership and will belocatedat DHR Central Officein Boise, ID.

Summary

The Employee Relations Manager is responsible for developing and maintaining the state’s employee relations program by advising on complex employee relations issues and investigations, developing policies, procedures, templates and sample documents, and develop training related to employee relations; to partner with leadership to evaluate and identify trends and propose solutions; perform related work.

Responsibilities

  • Manage Idaho Personnel Commission (IPC) and statewide employee complaint line handling grievances and complaints from employees; ensure fair and timely resolution, monitor cases and investigation quality, and analyze trends;
  • Report trends and propose solutions to supervisors and agency leaders;
  • Provide statewide employee relations training to HR leaders including the DHR Standard Operating Procedures (SOP) and supporting resources.
  • Advise and provide guidance to both employees and HR leaders on matters of HR policy compliance;
  • Collaborate with agency HR leaders on related policies and procedures to improve employee relations and ensure compliance with labor laws;
  • Identify investigation issues, potential evidence and sources, and investigative actions;
  • Create professional, well-drafted investigation records, including investigation plans and investigation summaries;
  • Analyze information collected from witnesses and evidence and reach timely and unbiased conclusions and findings;
  • Effectively assess witness credibility;
  • Maintain confidentiality and sensitivity to all issues;
  • Develop resources (templates, guideline, best practice guidance, legal compliance, case studies and examples) to aid in appropriate employee relations documentation;
  • Review documentation and provide coaching a support to HR field staff;
  • Collaboration with legal counsel to ensure employee relations practices comply with labor laws, appropriate policies and ethical standard
  • Develop and recommend solutions to employee relations issues, including performance, misconduct, conflict, FMLA, ADA and workplace accommodations;
  • Provide statewide FMLA and ADA training to HR employees;
  • Other duties as assigned.

Minimum Qualifications

Experience: managing a major program and supervising staff.
