The Lahontan Regional Water Quality Control Board has an opening for an Assistant Executive Officer (AEO). The position location is 2501 Lake Tahoe Boulevard, South Lake Tahoe, CA 96150 or 15095 Amargosa Road - Bldg. 2, Ste. 210, Victorville, CA 92394.
Under the direction of the Executive Officer (EO) and consistent with good customer service practices and the goals of the State and Regional Boards’s Strategic Plan, the incumbent is expected to be courteous and provide timely responses to internal/external customers, follow through on commitments, and to solicit and consider internal/external customer input when completing work assignments. The AEO is expected to be collaborative, solution oriented, foster working relationships with external customers, and provide leadership to staff. The position assists the EO in developing policy, planning, and directing the work of the Regional Water Board staff; is responsible for the direct supervision of managerial and professional level staff; and works to provide consistently high quality and timely staff work through guidance and formal training of staff. Provide supervision and guidance to technical division chiefs relative to planning, organizing, staffing, directing, and controlling their programs; prepare Regional Water Board’s budgets, workload planning and performance targets for those programs; supervise and direct implementation of the program budgets for the Region by reviewing and approving activities of program managers, conduct analyses of program resources and performance targets, and recommend reallocation of program resources for EO approval. In this capacity, assess and resolve difficult water quality and administrative issues; provide managerial guidance and administrative direction for Regional Board activities and programs relating to groundwater and surface water cleanups and similar water quality issues; report to the EO on staff productivity, efficiency, and performance. Assist the EO in the development of the Board’s plans and policies; when delegated, represent the Regional Water Board at high level conferences and meetings relating to policy, planning, and regulatory matters, including seeking input and support from local agencies, communities, industries, and major advocate groups. Serve as acting EO in their absence; and serve on high level committees of major studies and investigations. Assist in planning and implementation of public outreach efforts and collaboration with dischargers and/or interested persons. Act as Chief Enforcement Officer for the region. Oversee the enforcement function for the region. In consultation with the EO, set regional enforcement priorities. Ensure consistent and appropriate enforcement of water quality violations. Evaluate specific violations and prioritize enforcement actions. Act as lead of prosecution team for any enforcement actions to be heard before the EO or the Regional Board. Lead confidential settlement discussions regarding resolution of violations with responsible parties. Review complex, critical, and sensitive engineering and/or scientific actions including items for the Regional Board agenda recommended by the technical division chiefs; responsible for identifying those technical issues that require review and approval of the EO; and formulate recommendations to the EO that are technically consistent with and conform to the Board’s plans and policies. Represent the Regional Board at hearings that require professional testimony, conforming to the Board’s plans and policies. Provide guidance and direction to staff on compliance with administrative policies and procedures. Develop procedures and protocols to conduct the Water Board’s business, such as permit and enforcement order development and administrative processing. Implement State and Regional Board policies concerning personnel. Participate in assignments necessary or desirable to carry out the mission of the Board, such as serving on appropriate committees, speaking at public forums, meeting with customers and interest groups, preparing press releases, communicating with the media, and serving as the Regional Board ombudsman.
