Job Description and Duties

This position offers hybrid telework opportunities, with a current requirement of at least two days per week in-person. Beginning July 1, 2025, in accordance with Executive Order N-22-25, all employees will be required to work in person at least four days per week. While Sacramento is the preferred location, we are open to candidates located elsewhere in California who can fulfill the in-person requirement at one of our approved office locations throughout the state. The candidate may also be required to report to our Sacramento office location periodically as requested.

The Agency Information Officer (AIO) reports to the Secretary of the Government Operations Agency (GovOps). This is an exciting opportunity for a seasoned technology leader to shape how California, the world’s fourth-largest economy, uses technology to improve government operations and public services at scale. As the Agency Information Officer (AIO) for the Government Operations Agency (GovOps), you will have a front-row seat to statewide digital transformation efforts and work closely with technology leaders across California’s public sector.

You’ll collaborate with Chief Information Officers (CIOs) and IT leaders across GovOps departments to shape governance and optimize the use of data, infrastructure, cybersecurity, and telecommunications across dozens of programs and services. You will be critical in advancing state priorities through innovative, secure, and forward-thinking technology leadership. In protecting the Agency’s information assets, the executive is responsible for adhering to information security and risk management policies.

A Statement of Qualifications (SOQ) is required as part of the examination process. Your SOQ must meet the following requirements:

  • Be no more than three (3) pages in length 
  • Respond to each of the four (4) questions listed below 
  • Include the number of years of relevant experience and specific examples for each response 
  • Present each response as a standalone answer (i.e., do not combine responses into a single narrative) 
  • Number each response and include the full text of the question before your answer 
  1. Describe a specific instance where you led the implementation of an enterprise-wide technology solution that transformed a business process. Include how you addressed organizational change management and how you measured key results. 
  2. Describe your experience analyzing and implementing policies and determining their impact on programs and/or technology. Include a specific example of a time when you had to implement a new policy. 
  3. Describe your experience developing innovative ideas in information technology. 
  4. Describe your experience with product management, including how you conducted and analyzed market and user research to assess end-user needs.
